'Clean' is the Wrong Question: Rethinking the Energy Transition

The problem with the energy transition is not that it is insufficiently clean. It is that clean is the wrong question to begin with.


'Clean' suggests the absence of pollution, of harm, of consequence. It sounds reassuring. It implies that with the right technology, right policy, or even right targets, complexities can be engineered away. But energy systems have never worked that way. Every transition rearranges harm rather than eliminating it. What changes is not whether costs exist, but where they land, who bears them, and how visible they are allowed to be.


The language of cleanliness obscures this reality.


Clean outcomes, material processes


Clean energy is often discussed as if it were immaterial- electrons instead of barrels, wind instead of smoke. Yet, the infrastructure that makes these outcomes possible is deeply physical.


Electric vehicles, wind turbines, batteries, and digital grids are mineral-intensive systems. They rely on rare earths, lithium, cobalt, copper and nickel- materials that must be extracted, processed, transported, and disposed of. Nothing about this is clean in the literal sense.


The difference is that these processes are geographically and politically distant from the sites where clean energy is consumed. The pollution does not disappear; it relocates.


Clean becomes a description of experience, not of reality.


Why did "clean" become the dominant frame?


The appeal of cleanliness is not accidental. It allows climate action to be framed as progress without sacrifice. It reassures voters, consumers, and investors that decarbonisation can proceed without discomfort- that futures can be transformed without unsettling the present.


This framing has political utility. It builds coalitions, accelerates adoptation and reduces resistance. But it also narrows the conversation. When transitions are presented as clean, any discussion of extraction, displacement, or ecological risk appears as obstruction rather than consequence.


The costs become inconvenient truths rather than central questions.

The Danger of a Moral Label


Calling an energy system clean does more than describe it. It moralises it. Once an outcome is labelled ethical, scrutiny of the process feels unnecessary- or worse, counterproductive. Communities raising concerns appear anti-progress. Environmental damage becomes a regrettable but secondary issue. Speed is prioritised over consent.


This is how moral language can shield material harm. The transition becomes something to defend rather than examine.


From Emissions to Responsibility


This does not mean the energy transition is misguided. It means it is incomplete in how it's framed.


Decarbonisation addresses one form of the harm, atmospheric emissions. It does not automatically address others: land degradation, water contamination, labour exploitation, or long-term waste. A serious transition would not ask whether an energy system is clean. It would ask:


  1. Who absorbs the risk?

  1. Who decides where the extraction occurs?

  1. Who benefits first, and who bears the delay?

  1. Who gets to say no?

These are political questions, not technical ones.


What replaces "clean"?


If 'clean' is the wrong frame, what should replace it- Purity? perfection? moral uncertainty?

A more honest transition would be described as managed, accountable and shared.

Managed- because trade-offs are inevitable.

Accountable- because harms must be named, measured, and governed.

Shared- because costs cannot be permanently externalised without backlash.


This language is less inspiring than 'clean', however it is also more stable.


Why this reframing matters now?


As energy transitions scale, their material footprints expand. Supply chains stretch across borders. Extraction intensifies. Resistance grows — from communities, states, and ecosystems pushed beyond tolerance.

When these tensions emerge, the myth of cleanliness collapses. What remains is politics.


Reframing the transition now — before that collapse becomes destabilising — is not pessimism. It is preparation.


Seeing the system clearly


Explainer 1 showed how power now hides in systems and explainer 2 showed where the costs of those systems settle. This explainer asks something quieter but more difficult: whether our language allows us to see either clearly.


Clean energy is not a lie. But it is not the truth either.

The truth is messier, more human, and harder to market.


Everything is personal. 

Even the words we use to imagine the future.
